1. The Aging Fleet. The Oberth, Miranda, Excelsior, and Ambassador classes.

2. Introducing New Technological Improvements. The rapid pace at which technology has advanced in light of the Dominion War and the USS Voyager mission in the Delta Quadrant has rendered the Nebula, Galaxy, New Orleans, and Saber classes obsolete ahead of their intended timetables. Cost to uprate/upgrade these vessels to meet the new standard of excellence in strategic defense of the Federation exceeds the costs associated with implementing new starship designs and these hulls will be phased out in favor of new construction (i.e. its easier to just build a Sovereign or Intrepid, which are designed to support the new bio-neural Federation computer technology, rather than try to re-design or install bio-neural circuitry in place of a Galaxy class starship's isolinear mainframe).

- Roughly along the line of the Excelsior-class in overall size, the strength of this vehicle is the ability to deliver the capabilities of both an Excelsior (Stardrive section) and a Defiant (Saucer section) in any single engagement.

- Saucer is essentially a larger Defiant, with the ability to planetfall successfully (which the Nova and Intrepid have, but the Defiant did not).

- Stardrive section is, for this ship, where the bulk of our resources are consolidated. It is the "mothership", while the Saucer is the battle-oriented combat module. This is the reverse of the Galaxy-class, where all the tactical assets were installed on the stardrive, but it capitalizes on the stardrive's larger available volume.

- Owing to smaller warp core and shorter warp nacelles, the saucer module has reduced warp capabilities than the stardrive section (which is largely unaffected by the split).
